NCFC is proud of its role, and with the support of the community, to establish the Orange Buffalo Lodge in the North Central neighbourhood and appreciates that the City will complete the project under their ownership. A community organization(s) involved in affordable housing property management will be selected to become the operator for the affordable suites.
NCFC retains the opportunity to develop plans for the operation of the Community Hub to be presented to the City. By combining the provision of basic needs with comprehensive wraparound supports, Orange Buffalo Lodge offers a holistic approach to supportive housing. When individuals feel safe, supported, and empowered, they can break free from cycles and create a brighter future for themselves and their communities.
OVERVIEW
Orange Buffalo Lodge is an affordable housing complex owned by the City of Regina and to be open in 2026 and operated by a community-based organization selected for their experience in managing affordable housing.
NCFC envisions a community hub on the main floor to work with residents to provide a safe and nurturing housing supports for individuals seeking a higher quality of life. With a strong focus on meeting basic needs and offering wraparound support, the Lodge offers a stable affordable living environment, and the community hub fosters personal growth, healing, and success. It takes a village to raise a child; this building is about connection between the
affordable suites and the services needed.
NCFC envisions this building as an example of actionable collaboration, shared innovation and the evolution of how we together, develop a healthier community.
SO WHO WILL LIVE HERE? NCFC proposes:
- The suites are for low-income children, youth, seniors and families who are:
- Seeking and in need of support to achieve a desired higher quality of life.
- Agree to exemplify the shared values of the lodge.
- The Residents are able to stay for as long as they remain low-income.
- With the addition of the Hub, there are provisions for the Residents to receive support and achieving all basic needs:
- Food, shelter, clothing, hygiene products and connection.
- With the addition of the Hub and collaborative partnerships, provide a team of case workers, volunteers and professional support to:
- Identify values, beliefs, strengths and influences.
- Identify personalized wellness needs (mental, physical, emotional, spiritual and occupational).
- Produce a budget, set goals, and manage them.
- Assist with the cultivation of healthy social connections, identify a long term circle of support, coping strategies, and maintenance of relationships beyond the lodge.
The affordable suites in Orange Buffalo Lodge are expected to open by mid 2026. The main floor Community Hub business plan feasibility and funding plan is under development in early 2026 and will be presented to the City.
